The 22-year-old has been a target for top clubs in Europe with Real Madrid and Chelsea also in the chase for the midfielder's signature.
The Portuguese midfielder has grown to be one of Europe’s finest playmakers and has been a key player for Monaco this season scoring eight goals and assisting nine in all competitions.
According to French Football, all parties are closing in on a £42.5m agreement, with the player likely to take up a role at United.
Jose Mourinho is looking to boost his squad in his second summer transfer window at Old Trafford and is believed to have Silva high on his list of transfer targets.
The Reds are also in the chase for French forward Antoine Griezmann's signature as well as English defender Michael Keane's, but Silva could turn out to be their best buy next season.
